To keep them chilled and moist, for freshness.

There are different reasons: Presentation to the customers so they will purchase: it keeps the fruits and vegetables from drying out (mostly why) and water keeps them alive stronger:it sought of cleanses the product after people have touched it. Think the same reason we put flowers in water. Same reasoning and it was a good question

It's to keep the fruit from drying out and cool. If left out at room temperature without any adequate water hydration, the fruit will perish easily.
