i want to go to the USA before the start date on the DS 2019 of the J-1 visa...so i need a B2 visa..

You can enter 30 days before the start date of your DS-2019.
Technically, yes, you can get a B1/B2 visa for visiting, but it doesn't make sense. If you do that, you'll have to leave the country and re-enter as a J-1 visa holder before your program starts. That just doesn't make sense. You will not be able to start your J-1 program if you entered the country no your B visa, so it would be best if you just entered 30 days before the start date.
