I mean in Christianity Jesus (pbuh) said let those who are sin free throw the first stone, so what does Islam say about who can throw and give the punishment.

Islam condemns stoning adulters and adultresses. The reason why some middle east countries still stone people is because prior to Islam, stoning was a popular punishment among pagan Arabs and like women covering themselves up completely, it's just a matter of people not leaving old traditions behind, rather than Islam being the factor.
