There are 30 peers and 8 seeds so I thought it would be really fast, but it's just an average of 5kb/s. why?

You need to get more download credits most likely. What this means, basically, is that you need to leave your torrent open and let people download from you.

The Torrent system is designed so that people cannot download from people without letting people download from them. And by letting people download from you, you build up more "credits." For instance, if you download 1 movie and then you leave your Torrent open so that 10 people can download that movie from you, then you will build up many credits so that next time you go to download a movie you will be able to get very fast speeds.

What torrent client are you using, and what is the health of the torrent you are downloading? Also 30/8 is not that much, the number you need to key on is the seeds, the more seeds there are, the faster your downloads will be.

Torrents don't have a set speed.
Check your firewall and be sure you have the port open that your client is using.
Increase your upload speed to at least 80% of your download.
Look for more seeds.
