I know a girl, that knows a guy.....this guy used to live in uk and commited a crime. He was accused of fraud, but never appeared in front of court and left the country. He had never had any problems with the law before Now (3years later) he wants to go back. What is he facing if he goes back?

This person never appeared before a court, but was he charged with the crime and given a date to appear? If so, then there is probably a court warrant out for his arrest. If the CPS, however, decided not to prosecute, they may well have served a notice of discontinuance on him at his old address, which he won't have received. There are so many possibilities and staying away isn't going to help with finding out the truth. Isn't the best thing for this friend of a friend to go home and apply for a police clearance certificate? If it comes back clean, then that should put his mind at rest.

There is no official statute of limitation in the UK.
And a lot of people know "guys", so was "he" charged? Are there "outstanding offences"?
He can be prosecuted. It depends on whether or no the CPS believe it is a case that they can win, and if they think it's a case worth taking to court.

In America, fleeing to avoid prosecution stops the clock on the statute of limitations. You don't get rewarded for taking off and laying low for a while. When they get you back in custody, the clock will start again.
