They can not turn their head all the way around- just about 270 degrees. The reason they can twist it so far is that they have 14 vertebrae, twice as many as humans. More vertebrae mean more flexible- just look at snakes for an example. They also do not have a well developed xenarthrous process, which would keep the vertebrae from twisting.
Owls can not roll or move their eyes to one side- to be able to glance to the side, like humans do, they need to move their head- which is why a very flexible neck is an evolutionary advantage.

i don't know about the owl specifically, but birds have very flexible necks because they have more cervical vertebrae than other animals. Most animals have 7. Birds can have from like 9 to 25.
