im assuming you meant your friend wants to get citizenship since she is already a permanent resident (possession of a green card)...you need to visit the website http://www.uscis.gov
they have information about obtaining citizenship...forms to use and fees to pay.....i believe the form your friend will use is "N-400" and she will have to pay approximately around $350 to process her citizenship paper....they also have a list of questionnaires & answer they will be asking your friend when they interview her for US citizenship....

If you're friend has the green card already and has spent about 5 years in the States or more, then she really doesn't have a problem staying here in the States. She can stay in the States for however long she wants legally if she just keep renewing her green card....If she finally had decided to become a US citizen, then she can find the INS website through google and just print out the form. After that she has to pay the amount indicated and wait for receipt. To be sure, always keep a copy of eveything that she sends. Then after paying the fee (which already increased ), waiting game starts. They will send her by mail that she is scheduled for finger printing, location wise, time wise and all is in the paper. After finger printing, assuming that she had fulfilled the requirements...she will be be given a reviewer and a cd with it all about what you need to know/or learn about the government, flag etc etc....Then, wait for the next mail, maybe a month or less, the schedule for the interview and exam will be mailed to her, the whereabouts and whatabouts. Its says 2 hours of interview/test and what papers to bring. Every important detail is indicated. Assuming she passed, next will be oath taking and hopefully a happy ever after..

Precious to adjust to a Permenant residency she has to have immigrated under a certain status and certain conditions.
She has to fit also into a certain catagory. For instance is she married to a permenant resident or a US citizen? Did she immigrate legally? If not then it is almost impossible for her/him to adjust their status to legal. Were her parents citizens or legal residents?
A person must qualify under one of these catagories of familial status or a Green card lottery and be from a qualifying country for the green card lottery. If not then they do not qualify for any adjustment under I130 The only present qualification are through being here in the military while on a temporary visa, political assylum that has been granted, or a familial based status. Family means mother, father, spouse that are permenant residents or US citizens, or a brother or sister or child over 21 that is within a higher income bracket that are US citizens. If not she is out of luck.

At first, you need to figure out what kind of an US immigrant he/she is! There are several kinds of immigrant/non-immigrants here in the USA and each case is different from each other. Is he/she a student on student visa? did he/she come to the US on visitor's/entertainer's visa? Is he/she in or out of status? is he/she married to a US citizen/green card holder? It's extremely hard to answer your question if you don't provide some additional info such as the ones mentioned above. I'd be waiting to hear more from you and help you out as much as i can.

The state fees are pretty cheap if she was legal entry. The lawyer fees will range from 3-5K. That's the killer. Then you will have to pay additional costs like paperwork for this, etc.

You need to go to or call US Citizenship and Immigration Services (USCIS). The best thing to do is to consult a lawyer or go to your local City Hall. Sometimes, they have Immigration counselors that provides free services.

Immigration laws are very complicated and USCIS doesn't explain their procedures well, which confuses even people with English as their first language. This, of course is done on purpose.
