No - if he signs off on his parental rights he has no legal ties to the child and therefore is not bound to support it. Worse than that Florida doesnt have any laws ensuring anyone pay child support. Men from other states move their just to get out of paying to support thier children.

No.
Giving up parental rights means terminating all parental obligations to the child. This also means the guy would not ever get to see the child. Just giving up custody means the child is still the guys, but the child would not be living with him at all. He still would be financially obligated to the child. But giving up parental rights means that he has no rights to the child at all, and another could adopt the child if your sister in law meets another guy and gets married.

Yes. Once paternity is established, if he gives up his parental rights he is still responsible for CS unless or until the child is adopt by, say, your sister's future husband if that's what they decide is best for them.
The law is designed like that in an effort to keep kids out of the state welfare system--to make them ineligible for medicaid so the State doesn't end up supporting them.

No once he gives up rights and she agrees to this he is off the hook as far as supporting the child or anything that has to do with the child. But once again the mother of the child needs to agree with this.

well to him it's like why pay for a car or a house someone else drives or lives in ,the dad knows moms going to move on and get another man and the other guy will be more of a dad than the real dad so why should he bother, that's what hes thinking, yes he still has to pay if she wants him to and no he wont pay if you make him, guys with that mindset never do so the question is,,,,,,, do you want a bunch of drama?,,cause he ain't gonna pay squat

nope. he doesn't if he gives up all custody, which means he doesn't get to visit the child or do anything with the child unless the mother says so.

The mother has to agree to it, otherwise he is still responsible for child support. He still has the reponsibility even though he doesn't want the kid, he chose to have sex, and has to live with the consequences of his actions.
