Greece. The olive oil from Italy is actually mostly Greek. More olive oil is produced in Greece than any other country and almost 75 percent of it is exported to Italy. The Greek oil is combined with local Italian olive oil and bottled with the "Italian" label (but it's mostly Greek oil).
So, obviously Greeks have better olive oil, because the Italian oil is Greek oil predominantly.

It depends on what you prefer. Find an olive oil that you like and stick with it. If you as Italian's they'll say Italy if you ask Greeks they'll say Greece. Spain also produces good olive oil.
