Yes, and you can get some nasty food poisoning and stomach problems if you eat some spoiled candy.
Almost all candies contain sugar, usually with other ingredients. If it is overheated, or allowed to set for a period of time, it can absorb moisture and become sticky and syrupy, and develop some germs.
Look on the candy wrappers and the boxes in the stores where you buy candy. You will see a "Sell by..." date, or a "Best before....." date, which tells the store owner how to rotate his stock and not allow too much time to elapse between the time it hits the shelves and it is sold and consumed. If it is a cheap candy, it may not have such date-stamping; but it is a good idea to just keep that in mind when buying candy,
If you have kids, incidentally, they are notorious for keeping candy in their pockets much, much too long. Halloween candy should not be kept very long if it is not securely wrapped. Even then, just check on your kids after a week or 10 days !
Of course, we all know that chocolate can turn bad. Milk Chocolate has various oils that can turn bad with heat or just over time. It too can develop bacteria that can cause illness.
The amont of shelf-life for candy depends on how it is treated and made, what kind of candy it is, and how it is packaged, and the conditions under which it is stored. Heat and moisture are an invitation to disease developing.

I suppose, depending on what it's made of and how it's made; like if it's cooked, like hard candy, should be okay for a long time. If it has any milk in it, like milk chocolate, I should think it would go bad after a while. All candy can get stale and taste funny - especially if you've left the bag, box or wrapper open - but not necessarily be "spoiled". When I think of spoiled, I think of something that will make you sick if you eat it.

It can spoil, but it usually takes a long time. With chocolate you will often see a white substance on it; this is the cocoa butter separating from the rest of the ingredients. If the candy has been exposed to water or high humidity, it will break down faster. As with most foods, if there's any doubt, pitch it; it's not worth getting sick over a few bucks' worth of sweet stuff.
