An interrupter interupts the flow of the sentence. Here's a sentence with the interupter "as I see it."

The result, as I see it, is chaos.

Other examples:

He was, nonetheless, incredibly intelligent.
You are, to be sure, quite welcome!
I, therefore, refused to ride with them.
