Whenever I am walking a dog and there is another dog on a leash, she goes banannas, does 360's, does any thing to try to get to the dog. When she does get near a dog she bites the neck, growls and makes a huge scene! So we have to avoid other dogs. However, when we walk by a house with a barking dogs, she wimpers. Also when other dogs in a fence bark at her she whimpers and pulls REALLY hard like she just wants to get out of there! It makes the walks somewhat unenjoyable that I have to plan where to go and avoid people. Any tips? I take her for an hour in the evening & my mom takes her for 2 hours in the morning so she is a lucky dog!

Your dog sounds like one who has no social skills with other canines. Since I don't know any specific information regarding your dog's history(IE: how long you've had her, where she came from, other dogs in her life), its hard to make a blanket judgement on the situation.
BUT, she sounds like she is scared of other dogs. When she encounters dogs, she is showing aggressive behavior which may be triggered by her great fear of other dogs(ie:the best defense is an good offense).
I would be contacting a trainer/behaviorist if possible to work with her on her fears/issues of other dogs.

some dogs don't interact well at alll with other dogs. Usually it is with the same gender that problems arise. It is a dominance /Alpha dog issue
I don't know what is going on with the whimpering, that seems a little odd.
Have you watched the dog whisperer, maybe she would benefit from a trainer
I have a male pit that I have to be really careful about, he is a lover and charms all female dogs, but he will not put up with another male dog..so I know how you feel.
Does your dog do it with males and females alike?
