In exodus we are commanded to not covet our neighbor's wife.

So why does the bible tell us to not commit adultry?

You shall not commit adultery. You shall not steal. These commandments govern our actions.

The commandment(s) about coveting your neighbor's wife and goods govern our thoughts which are the basis for our actions.

Because to covet (desire wrongly) is one thing, to actually commit it is another. In any case, the commandment against coveting covers a spectrum of things, and "your neighbour's wife" certainly is one of those in the list that man can covet. It's just an additional example given in the list so don't sweat it ok?
