You can't make someone repent. And it's kind of wrong to ask them to do so, because repenting is an act of will. If you want to accept God, you will. And repentance isn't just asking for forgiveness it's living it out. So basically the answer is they don't want to.

If you believe that God gave Man free will then that's your answer: God gave Man free will to repent or not.
And if you don't, then that's your answer, too: Man doesn't have a choice.
And if you want to get technical about it, it's not possible to make positivist statements about what God is or what God will do, otherwise that would trivialize God and introduce paradoxes, such as "If God is good, then how can God admit evil within God's Creation?".

They might if they see these proofs (see links). Some are backslidden orthodox "Christians" who didn't build on the Rock in the first place. They are still angry with God for whatever reasons, you know like Darwin's daughter died so he went on this major campaign to deny God without a shred of evidence and all his work has been disproven by his own sort of prophetic words. Those who seriously never knew God in a reality yet, there's hope for them for certain. I think Dave Wilkinson said that it's the church people who are the most hard-hearted who hear the Word more than anyone and yet still don't do it. God knows how to reach their hearts but they still must be willing to open the door. When God opens the door, no man can shut it and when God shuts the door no man can open it. So, let God do His job and pray for wisdom and discernment. Meanwhile, here's some great resources for Christians and atheists to peruse for some great discussion.

Now think about it..how could they know to repent etc if they do not know God..and how could they want to know Him when you are not showing them Him through you. No wonder christians are judged as being something their beliefs tell them not to be..because so many try to force things on others.
Please go back to the Bible and see how Jesus asks us to be.
