Not school, Lunch is short, I dont like hooking up with people that go to the same school as me, it's to hard with short passing periods and short lunch, and I dont like hooking up with some1 in my classes, I have to see them everyday if I do.

There's not "best" place. You can meet girls in school, in church, in the library, or the Phoenix Art Museum. If you have money, try Kierland or the mall. Warning: driving around Kierland & parking there is not for the faint at heart.

If you just got your license, then you would be laughed at more than accepted. Especially if you go around to meet women and brag about it. A license is not all it's cracked up to be.
I have never been to Arizona - but I wouldn't be worrying about "picking up women" for another few years.
This is coming from a women, btw, who doesn't care much about cars. That's not that big of a deal, either. You're too young - and you have the attitude of a young teen you just wants to get laid. That, in itself, is a really big turnoff.
