She doesn't NEED a friend. I would keep looking for that perfect toy first. Budgies tend to like bells, mirrors, shiny things, and you can try shredders. Some pet store birds aren't even given the chance to play, so showing her how to play (since bells and mirrors actually have a reaction to being played with, they tend to work best) could help.
Also, they have a great foraging instinct, so you could use this to your advantage. Pick a treat you know she likes, and preferably is healthy, but sunflower/safflower seeds, spray millet, and nuts such as almonds are okay in moderation. Put it inside of a toy, but let her see you put it in so she has a reason to go for it. She may begin exploring other toys for food as well.
However, they are very social, so she needs a lot of time with you, whether it be on your hand and playing with you or just you sitting beside her cage. It will probably be much more encouraging.

You could be right. She might not know how to play with them. You may have to play with them with her until she gets the idea. Be sure and get all different kinds of toys too. Use things around the house to play with her too until you find out what she is really interested in. Only do this supervised of course. Some ideas can be toilet paper and the roll (letting her shred it) put her food on a kabob so she can work at getting it off. (be sure and use ones with dull ends.) You get the idea. Once you figure out what she likes to do then you can get more expensive bird toys from the store if you so choose. If you have only had her a couple of days, it can take her a week or so to get used to her surroundings and she will start playing around soon. Have a great time enjoying your new pet!

White blue is the intellectual budgie also known as the 'feathered Einstein.'
You may have noticed her looking at her feet a lot. She is doing mathematical exercises based on the relationship between the length of her claws and the number of circumfral wrinkles.
This is perfectly normal and in fact, NASA have started using the same techniques for the generation of primary numbers.
Get her a set of small encyclopedias and teach her words like 'Eurica' and ' E = Mc squared' and you will have a happy budgie in weeks.

in case you want to coach your budgie to communicate then do no longer placed a mirror interior the cage, because of the fact the budgie will think of there is yet another budgie interior the cage, and could consistently chirp to itself. i might propose getting a sprint ladder, a bell and a swing. and doubtless a balancing toy that suits on the perch.

Yes budgies need friends. She could be lonely. They are always in twos. Just like lovebirds. If she has a friend she may become more interested in playing with her toys, and then again she may just not like them. But I highly recomend getting her a friend. It sucks being alone in a cage all day. Hope this helps.

Parakeets are small parrots and very intelligent. Since you are the flock leader, teach your tweety to play.Talk to her like she is a small child and act really excited and play with her toys with your hand in the cage. This also depends if she is tamed and trained. Have a great year.
