A veterinarian can clean your cats teeth if it has gotten really heinous. For regular day to day fixes, there are feline breath mints out there as well as cat treats that contain chlorophyll that are made to clean teeth and freshen breath. Both products can be found at local pet stores.

The two most common diseases in domestic felines today are dental disease and obesity. By three years of ages, the majority of cats have developed some type of dental disease, whether it be gingivitis, the beginning stages of periodontal disease, or feline oral resorptive lesions.
This could very well be the reason for your cat's bad breath. Each time your cat visits the veterinarian for his routine, yearly physical, the doctor should include a mouth exam. At this time the vet can recommend whether a professional dental cleaning is in order. These cleanings must be done under general anesthesia (which is very safe nowadays - so don't be scared away by this!), because kitties do not lean back and say "ahhh!". :-)
There are several things you can do at home to maintain good oral health in your cat. The best thing you can do is brush her teeth. If kitty is accepting of this, it could greatly extend the amount of time between professional cleanings and possibly save her from future extractions, abscesses, etc. Other options include applying OraVet sealant, a type of waxing coating placed over teeth once a week to prevent tartar build-up. Using diets specially designed to clean teeth will also help. These include Hill's Science Diet Oral Care or Prescription Diet t/d (I use this one!), Purina DH Dental and Royal Canin Dental DD. Ordinary dry cat food will not do the trick. It just crumbles to pieces!
All this is assuming it is dental disease causing the bad breath. It is the most likely cause. Some other less likely causes include gastro-intestinal disease, oral cancers or infections or even diabetes. I recommend a trip to the vet to rule out any more serious problems.
Good luck!

You need to brush your cats teeth at least twice a week or even more if bad breath is present. You can buy toothbrushes and tooth paste for pets at pet stores. I use a cats toothbrush on my two litttle Poms...

sometimes it is caused by tartar buildup on the teeth, just like humans. check and if you see brownish buildup on the back teeth, take the cat to the vet for a cleaning. otherwise, you can feed it some fresh herbs...sometimes that helps.

Get it's teeth cleaned. Add cat chow that is made to keep their teeth healthy (usually it's a larger kibble so they have to crunch it which helps clean their teeth).

They actually have at most pet stores, or even some convenience stores, pet breath mints. While most are for, or recommended for dogs, they will not harm your feline friend either! HOWEVER, do not feed him any of YOUR mints, i.e. icebreakers, altoids, because these things contain ingredients that will KILL him, so beware!!!
