hi, i used eBay daily they best way to tell what you won is by logging on to the eBay website click the my eBay link and anything that's green you have either won or your the highest bidder if its red someone has outbidded you email are just there to inform you that activity has taken place, once you have one a item (the listing has finished - tell this buy end listing link on page) then pay for the item by clicking the pay for link pay-pal and other options will appear, once this is done look at the postage details on the invoice, 3-4 days usually but abroad and non-local postage may take up to 2 weeks lastly aways check sellers feedback if negative stay clear and don't bid.

It ALL depends on the seller! Be very careful to read the shipping policy of that particular seller. Ebay is not a store located in one place. Ebay simply hosts anybody who wants to sell.
I would suggest going back and reading the vendor's shipping policy, and if your item isn't received within that time period then just email the vendor. Also--keep in mind, time of shipping often depends on when payment is received no matter the method of payment. Paypal is usually the quickest. A friend of mine uses Ebay frequently, and is a very reputable seller, so please give the seller the chance to address the issue first. Often, most of the confusion is on the part of the buyer who just isn't sure of the process. There is a feedback system, and a reputable seller will bend over backwards to avoid any negatives.
If ebay tells you you are not the high bidder then you didn't win the auction. Are you possibly confusing the auctions in which you are participating? I would double check to make sure you won the item.

You need to go to YOUR EBAY. There it will tell you if you won or not. If you one, it will tell you to pay for it.
If you won, and you paid for it, then the delivery time is all up to the seller.
I once bought 8 items, all from the same seller.
I contacted the seller for a grand total, including shipping, and the shipping discount, and I got an immediate email back with the answer.
I went and paid for it through PayPal, and waited.
I started getting notoces from the seller and Ebay that I had not paid for the item, and that the seller put me on notice.
I double checked PayPal, and not only did I pay for them, but it was confirmed the seller received it.
I tried to contact the seller, but never received a reply.
I contacted PayPal, and had the payment suspended.
Suddenly the seller wanted everything from me, including an apology. I refused.
Then I left Negative feedback, and like 3 days later I got my items!
Then the seller demanded I remove the negative feedback. (Please note he did not demand the suspension to be removed from the payment...) I refused to remove the negative feedback, but he gave me negative feedback in return, (which Ebay corrected after I gave them ALL my evidence) and then I unsuspended the payment, and never dealt with him again.
