Subaru Forester XT.
My brother has been in two highway accidents in Foresters. He flipped on (on the highway) and walked away from it. He was rear-ended at 60+ mph by a drunk, and walked away from it. They have excellent crash test results and very good histories of safety.
Actually, it would be near the top of the list even if you weren't considering safety. I'm not kidding. The XT has a mix of STI and WRX powertrain parts. And this is in a wagon. One that few people are really aware of. No one will see you coming.

I would say a Subaru WRX, it has pretty much the same safety rating as a honda accord, but also AWD and..even the basic model can scorch the pavement at sub 6 sec 0-60 times. Though with any car...save yourself alot of money and buy a used one.

i would recommend a Subaru WRX STI, or Dodge Neon SRT4, or Mitsubishi Evolution. all these will fix your need for speed without a problem. the only problem arises in that to get one for under $30k it'll have to be used and people don't buy these cars to baby them around so be prepared for mechanical problems in the short term, namely with the turbochargers which will cost in the thousands to replace. consider your options well. i have a WRX STI myself but i bought it new and there's hardly a road race that i lose. but track days are the most fun.

I don't know about the fastest nor the safest. But you can get almost any decently fast sports car for under 30K. Especially if it has been pre-owned.

get a VW, they are great cars. i have been t boned in one, they really suck the hit up well. they are quick and very safe. get a car with the 1.8T, there are a lot of after market parts for the tubo engines.
