I am looking for a new digital camera with manual controls.
How is the Canon EOS 30D for preformance? can i set the aperture and shutter speed on the lens?

The EOS 30D is a digital SLR camera...and of course it has full manual controls, so you can select your own shutter speed and aperture...and quite a few other things as well.
It's an excellent camera (there's probably a 40D announcement in the next couple of months or so...expect to see prices of the 30D to go down even more).
The kit lens (18-55mm) that comes with it, is not so good...so you need to factor in the cost of a better lens in the future. Or you can buy the body only, plus a lens...or buy one later down the track. A good lens will cost you, but it's an investment of course.
You will also need a fast CF card to go with it (look at the very fast...Sandisk Extreme III CF, which has a lifetime warranty).

Happy shooting if you do buy it...I'm jealous...lol

Petra_au has given you a great answer there. I personally am a Nikon fan, but I will conceded that he 30D is a very nice camera indeed. It will give you all the hands on control that you are looking for with no question. It is almost a de-facto standard in journalism industry.
