It is safe, yes, but if you are in a smog-controlled state, you will be illegally modifying your exhaust system.

A '91 computer has an oxygen sensor, but that is located BEFORE the cat, and so is EGR, so nothing is measuring the exhaust AFTER the cat. It won't change anything as far as your tuning and fuel computer is concerned. You can look at your truck's exhaust pipe and verify for yourself that there are NO sensors after the catalytic converter.

However there are no adverse affects from removing the "cat" from your exhaust. You might even gain a couple horses in the process.

You can disconnect it ( illegally ) with out hurting the engine - it should not hurt anything "UNLESS" there is an oxygen sensor mounted downstream of the cat. In those cases, the engine mgt system is capable of measuring the efficiency of the cat & it will fault. OK, now the bad news - it will likly be impossible to meet your emission test because the things actually do what they are supposed to do - change the harmful compounds in the relatively less harm compounds - except of course the toxic heavy metals they add to your exhaust that nobody talks about. Further, I believe it is a federal offense to remove this. Funny thing is, most CATs are either plugged with COKE - cooked oil from a tired motor OR have blown all the palladium pellets out (if it is a pellet type ) if it has substantial miles. If you run F85 methanol though - your enine will pass with flying colors no matter how it is running - because the snifferes are set up to sniff hydrocarbons & carbon monoxide

Just because there is no emissions testing doesn't mean it isn't illegal - that is a federal law. If your cat(s) fail, you are legally obligated to replace them, not remove them. No legitimate shop will do this for you, they would be subject to getting suspended if they modify a car in such a way that it is illegal. Just leave it alone, when you are old enough to live on your own do what you want, but now your dad is the boss.

Actually your answer may be No. What happen with computers is the sensors will not get a proper reading without the converter and it cause the computer to try and adjust your fuel mix. It may cause the Truck to run too lean or rich and cause more trouble.

If it is hot when you remove it, you might burn yourself, if the truck is not supported well, it could fall down on you, if you are clumsy you could cut or bruise your hands/head when working under the car. There are many hazards in doing this kind of work.
