try noninvasive methods first although surgery is the most effective way. surgery is not worth it unless there is deformity or something jus as drastic).she will need to be patient as this will take weeks for her to notice the difference. first she should lose weight and excercise. she should tone her arms it will make her look better. she can also massage her arms or use creams this all helps reduce appearance of cellulite and make the skin softer. she should avoid sun exposure without adequate protection and also avoid smoking because whatever causes harm to skin/aging will also make the cellulite worse . it has been shown that retin a when applied to skin helps reduce aging but you need to protect skin from the sun. don't bother with any other cream especially the expensive ones because all they do is moisturize , if you want buy a cheaper one from a drug store it will have the same effect moisturize and temporary plumping of skin.
so in summary lose excess fat and excercise, tone the whole body not only the arms to look great and lose flab.
she can join a gym, uptake swimming, buy a resistance band or just do pushups which work the upper arms ( triceps).

no, but there is this cellulite reducing cream! (one that hides the cellulite.) you can buy it in Shoppers Drug Mart. it is called "Revitol Cellulite Solution."
