What's the purpose of an "oil-free" moisturizer if it's not "Non-comedogenic" ( will clog pores)?

Or does "oil-free" mean that it won't clog your pores (Non-comedogenic)?

oil free means it won't make you break out if your skin does that with oily products. moisturizers are used to relieve dry skin.
