when i try to install ISScript a box occurs and tells : The windows installer service could not be accessed this can occur if you are running windows in safe mode or if the windows installer is not correctly installed .
So what to do?

If you have a setup.msi and a setup.exe, run the .exe

there is a file in the install program that could be bad or there is a file that you are missing to install that program, if that dosent help run it in safe mode finish the installation then restart and return in normal mode!

You need to download the lastest version of MSI ( Microsoft Installer ) from Microsoft's Web Site, and reinstall it.. Good Luck
