When blood dries, it can't hurt you anymore.
You might want to take it to the bank so they can get it out of circulation, but that's just because it's not attractive.

It's very unlikely, but it's possible that someone could catch something from the blood. You should burn it. Don't give it to someone because then other people will be exposed to it. If this ever happens again, tell the grocery store cashier that you won't accept a bill that has blood on it.

I'm not sure of COMPLETE details, but I know hepatitis A/B and meningitus can be caught from blood, saliva etc.
