i want to know what to do with out asking him out myself

Next time you see him, ask him something normal to see how he acts in normal conversation. Something like, "excuse me, what time is it?"
You can even say "hi" before you ask him. That will help see if you like his personality and it will help decide if he is something more interesting beyond his stare.
He's staring at you because he is attracted to you. That can be good or bad. You need to make him grounded a bit so that you can really figure out what he's like.
That whole "staring" should not be enough to make you satisfied that he is a great guy. You should use your female instincts to gather information about him to see if he's worth all the time you spend to pretty yourself up which causes him to look at you in the first place right?
Be flattered, but be careful too until you know for sure, he's the one for you.

if he smiles a you, smile at him back...talk to him by sharing your interests,asking him questions and be nice to him.if you don't wanna ask him out then ask your friends to talk to him and ask if he really likes you and if he does,and if you like him back as well, then start going out....ask his friends or your friend if he talks about you and if he's really,totally interested in you...then just show him that you are the type of girl he wants...

Ask him what kinds of things he likes to do. If he says he likes to see movies, say "Gee I do too. Have you seen_____(movie)? Maybe we could see it together."
