If I understand correctly, there are supposed to be convertors sold that will enable old analog tuner televisons to receive digital broadcasts. I'm sure the cable tv people will also provide these convertors if necessary.
The law only states that broadcasts need to be digital, they don't mandate HD so no you won't have to have an HDTV.
Some laptop HDTV tuners can also receive SDTV so you might want to look into one of those.

Cable is unaffected by the 2009 transition. The only thing that will happen is that any analog TV transmission will have to stop. In almost all cases, digital transmission will be substituted, for which you have to have a receiver.
If you want HDTV from cable, you will have to subscribe to their digital service. There is no technical reason for this, it's just the way they do business.
