All law enforcement can serve warrants, regardless of origin. There are limitations on some out of state warrants, but that is a case by case basis.

All warrents are issued by a judge or District Magistrate and can be served by a Sheriff, Police Officer, Constable or any other sworn law enfocement officer.

Definitly, as long as the individual officer is sworn in.
