When we first noticed a black spot on our dog Bailey's tongue (a flat-coated retriever) we thought he ate a pen or something. After a bit of research we found other flatcoat owners whose dogs also had black spots on their tongues.
It's not all that uncommon in our breed, and there is no Chow Chow influence in the creation of our breed.

shar peis also have black tongues. And i know some golden retrievers have black spots on their tongue. Those are the only other breeds that i know have black, or spotted tongues. But i'm sure there are other breeds that i don't know of that might have spotted tongues.

No to both of your questions. Virtually any breed/mix can have dark pigment spots on their tongue.

Nope.
Many breeds are prone to having multi-colored tounges, especially those breeds which have dapple or merled colorations.
Aussies, dachshunds, danes, etc...
