I have... I live in Houston, Texas, U.S.A. Though the first I really heard of it was shortly after 9/11 while working in a law office and someone commenting that Ben Ladin should be tried in the Tribunal Courts in Guam. So, I don't know much about it.

Yes, a US territory and very nice small island. A lot of Filipino lives there. My husband used to conduct microsoft official courses. He conducted it at University of Guam and Bank of Guam. He is a certified microsoft Trainer.
