My dog likes to lick himself, is he really satisfied?

It seems as though he gets quite excited by this. When he is through he either humps the cat or someones leg.

could have a skin problem, watch for excessive licking, but the dog probably just licks to keep clean

He might have a skin problem. Either dry skin or allergic to something.
