Do you mean certain software to help you work with digital photos, or do you mean a photo processing center that works for free?
As to the first possibility, you need to define what it is that you wish to do with your photos. That would determine the variety of software application you would seek. As to the second possibility, MAYBE you could find a school or university that would take on a developing project, but you would have to find something to barter for in return, probably. Photo processing centers are for-profit commercial operations.
