Because it's a movie. Movie people can change the world into anything they want it to be, even if it's unrealistic. Sometimes they miss stuff like that, and don't even stop to think, "Hey, this guy was raised by animals. Maybe he doesn't shave." Oh, well. It sure makes for a good Yahoo! Answers discussion. :)

Some sort of bizzare glandular problem caused by some weird microbial infection he picked up in the jungle.
Or, he fashioned his own tools out of available items.
