It really depends on how many people are sharing and downloading at the same time...
Seeders=people who have already downloaded and now just help the others downloading it by upload fragments of the files (normally 40kbs -> 60kbs)
Peers=people who are current downloading and uploading at the same time as you are....
I think that running utorrent alone can be faster than running a lot of websites and games and musics. It can also affect your physical memory too if you got a lot of things on your desktop that are running along side with the utorrent.

Find a torrent with a lot of seeders, then see if your speed
is really slow.
Have you opened the port it needs, if you have a router?

Try to make connection of your modem with lan(in your motherboard ) dont with lan i think this will work a lan wire also coming with bsnl and i think it will word

check for spyware and malware, turn off all your auto update stuff
Spybot and adware are good removers.
