I know that cold causes the blood vessels to narrow. However, when I take a walk out in cold weather, my nose starts dripping which should not happen if the blood vessels are narrowed. Any explanation ?

the above is true, but also, when your vessels contract, they squeeze out excess moisture, that and the irritation of the mucous membranes by the cold causes them to ooze fluids too.

your nose builds up with condensation from your warm air from your nose contacting with the cold air, hense your nose becomes moist and starts running
