there is no set age for a buzz cut as long as he can sit some what still, and as for how long that all depends on how short u want it but l would not go any shorter then a number 4 which will leave 1/2" of hair all over his head and if u dont want to do it ur self then take him to see a hairstylist/barber they can do it more quickly then u can and sometimes thats all that matters is not makin little ones sit for a long time

Use the shortest guard
I buzzed my son at 2yrs old and he looked like a cancer patient
you may want to wait a few more yrs maybe till 5 yrs old

my little brother is 4 and my mom buzzes his hair every time he needs a haircut

Hey if you're the mom and don't want to cut his hair all the time...
start whenever you can get him to sit still for you.
