As it goes, the Lord condemned the Israelites several times for allowing their women to marry the uncircumcised. What that really meant was that they were condemned for allowing their women to marry people who did not believe in the true God.
Since sex before marriage is contrary to the commandments of God, then the answer to your question is yes. Jewish women should only have sex with the man they are legally married to and yes that man should be circumcised, meaning they belong to the faith.

well seeing as jews are supposed to be circumsized and that they are supposed to date within their religion. it kinda makes sense.
