I liked President Clinton (still do), but I must make the factual statement that he WAS impeached by the House of Representatives (the equivalent of an indictment--with the House as Grand Jury-- leading to trial in the Senate), but he was NOT convicted by the Senate, which would have resulted in removal from office. (Sometimes people confuse the two, but they are separate steps in the process.)
Personally, I'd love to see him back in office, but we know that can't happen under the Constitution, so I focus on the candidates who appear ready to seek the office in next year's elections.
Maybe Hillary, maybe Al Gore, maybe Barak Obama, maybe John Edwards, maybe somebody who isn't even on the radar screen yet.
I only hope that from among them, the Democrats will nominate a winner and save us from more of what we've had for the past eight years.
If not, then maybe an independent or a Green or a Libertarian--I just couldn't stomach four more years of the Republican party in its current form.

The twenty second Amendment to the U.S. Constitution provides, "No person shall be elected to the office of the President more than twice, and no person who has held the office of President, or acted as President, for more than two years of a term to which some other person was elected President shall be elected to the office of the President more than once."
Simply stated, the Constitution says a president can only serve two terms of offce.

The Constitution states that no President shall ever server more than two terms. That is out of respect for Gearge Washington. FDR was the exception (the ammendment was added after him).
Bill has served two terms already.
And you don't appoint people, it undermines democracy to do that.

Amendment XXII of the US Constitution, ratified in 1951 following Franklin Delano Roosevelt's 4 terms as US President, provides that no one may be elected to more than 2 terms as President. And please note the term is ELECTED, not APPOINTED.

Constitution says they can only serve two terms, but if he ran as a vice president, and the president couldn't furfill his duties I believe he would be able to use that as a loophole.

Why would you want to? What did he do that was so great that you would want to rewrite the constitution to make him the president? I think before you ask a question like this you may want to provide some supporting details as to why you would want to have him as President again.
