Don't know about Calif specifically but jurors are issued a summons by the court. Failure to respond to the summons makes you in 'contempt of court' and if the judge is inclined he can have a warrant issued for your arrest. Technically the judge can keep you in jail indefinitely but he won't. A lot of people do not respond to the jury summons and I don't know anyone that was ever charged or jailed.
Of course it is you civic duty to act as a juror and I found it to be pretty interesting. It is amazing how few cases ever get to trial. I was selected several times and at the last minute the accused pleaded guilty eliminating the need for the trial.

You are legally obligated to show for jury duty. They can issue a bench warrant, but usually they'll just send you a letter saying you missed your jury duty and are still obligated to show up.
Why the hell do people dread jury duty anyway? It's not that big of a deal, for God's sake. And it can be really interesting! Do yourself a favor and show up. If it's a financial hardship, they'll excuse you. But part of living in a democracy means taking part in the process.

While I don't know the penalties for not showing up, I hope they are substantial enough that not pulling jury duty wouldn't be an option.

The document you receive carries the weight of law. You can be held in contempt of court and incarcerated. It is really a discretionary situation. It just depends on whether the judge considers his/her court orders important enough to enforce.
HINT: Most of them do...
