I have the title with his signature, but what do I do now? Am I supposed to mail it somewhere or take it personally to motor vehicles?

Go to the DMV with the pink slip and a bill of sale from your relative. If the relative says that they gave it to you you wont have to pay tax just registration.

The title for the car must be transfered over to you through your Dept. of Motor Vehicles. The State will issue you a new title in your name. This should be completed when you register the vehicle. You must pay sales tax registration fee and new title fee when you get your new plate/plates or transfer you old plate/plates to the new vehicle...

Actually the instructions should be on the title. If not, look up the Department of Motor Vehicles for your state.

Depending what country. Some do it at the insurance company with your insurance...some at the local motor vehicle office near city hall.

Register the car at DMV they will want a bill of sale as well.
