I have some leftover buttery noodles with vegetables, how do i make some spring rolls?

i would like to make deef fried spring rolls, but how does one make rolls? Can i do it with the all purpose flour?

no.
if you want to make the spring rolls, you need to cut up the vegetables. toss the noodles away.
you will need spring roll wrapping paper.....stuff all the veggies in it, roll it up and deep fry it.

you can use spring roll wrappers, wonton wrappers or even phyllo to wrap up the ingredients and fry (but if you want to be healthy try baking them in a hot oven)
