Getting the pads wet is about the worst thing that could happen. Most of your pads on student model flutes have just a single protective layer over it that basically disintegrates when they get wet.
The flute needs to be taken to a repair shop to be re-padded and adjusted. If they replace all the pads it is going to cost about $125. If it is just a couple of pads that need replaced it will be about $10 a pad.

You need to replace the key pads. Go to any repair shot and they'll be able to fix it. If you can't get it in right away and still need to play, try pressing the buttons a little harder. That's what I have to do when I play mine. It wont hurt the keys as long as you don't press down too hard, and it'll help the pads seal. But get them replaced as soon as you can. After you get the pads replaced, if you accidentally get it wet let it sit out and dry, don't put it back in the case. That will reduce the chance of them breaking again.

Most definitely and there is a chance the key is not sealing all the way, if that is the case then the pad needs to be changed or the key needs to be bent back, but don't try to do that yourself either take it to a teacher or to a shop it shouldn't cost much to fix it

You definitely need to get the flute into a repair person. They can fix it. It needs new pads.

thats pads may have to be replaced or the metal could have rusted a little making the keys stick you should probably take it to be repaired!
