improvise.. call all his friends and tell them ur organizing a surprise get together to celebrate his b-day. Go to the mall, or to the movies, or dinner, something he loves doing or u know he wants to do. But the cool part will be that he has no idea where you'll be taking him and that all his friends are there. Also, be sure to pay for HIS stuff, cuz after all, it's his b-day. While ur at the mall or wherever, u can always find a little something that u think he'll like and buy it for him right there and then. Trust me, he'll love the surprise

Make him dinner and a card or bake him a cake and take it to his school or job in the am. Sing happy b day to him at 12 am. Call him first think in the am ( after he's up) and tell him how happy you are that he's in your world. Wish him a great day. Call him again at lunch and ask him what he's eating for lunch and what has happened in his day so far, what he plans to do later. The last time you talk to him get another update congratulate him on making it through another bday, and remind him that he has a whole 365 days to plan an even better one.

Plan his favorite meal to make him and go get him something like cologne or something he needs or likes (like a gift certificate to a sports store) or something related to his hobbies. Buying a sexy outfit to wear for him tomorrow night wouldn't hurt, either.
