Totally depends on the school. In a typical U.S. class, 90-100 = A, 80-89 = B, 70-79 = C, etc.

In a school that has pluses and minuses, usually (but not always) 93-100 = A, 90-92 = A-, 87-89 = B+, 83-36 = B, 80-82 = B-1, etc.

But there are other schools that are totally different. I've seen U.S. schools where 95-100 = A, 90-94 = A-, etc. Schools in Japan sometimes have 80-100 = A, 60-79 = B.

Ultimately, your school and/or the class should have a conversion chart.

When I went to school 84 was a C. It all depends on whether the teacher marks on a curve.
93 - 100 = A
86 - 92 = B
85 - 78 = C
77 - 70 = D

If the teacher marks on a curve, it is usually:
90 - 100 = A
80 - 90 = B
70 - 80 = C
60 - 70 = D

It can depend on how your educational institute groups its percentages. For the most part you're looking at around a B+ for the 84% and the rest would be an A to A+.
