Was at the first wedding I really don't want to go to this one plus the added exspense of having to buy a dress and give a gift.

the friend is the man not the woman and I know he'll ask why regardless of what i put on the card

You simply mark the "will not attend" box on the response card. If there is no response card, just RSVP with "I'm sorry, but I won't be able to attend". It is not necessary to provide any additional explanation.

Don't tell your friend you will come. Most invitations have an RSVP card. Simply decline to attend. No reason needed. If the person is a really close friend you can get with them after the marriage and tell them you just didn't feel comfortable going.
You will still need to buy a gift and a card but it doesn't have to be extravagant. A $20 certificate from one of the hardware stores is always appreciated.

As a bribe to be i would say just tell them you are not going to make it but thank them for the offer, then if you want you could go out and buy them a girt certificate or just give them a card with25 bucks in it so they know you were thinking of them. It is only courteous to give a small gift even if you decline to go to the wedding.

She's not a friend if you consider giving a small gift (2nd wedding) or wearing an old dress (maybe the one you wore to her first wedding..LOL) too much to do for a "friend's" wedding.

well you could say, "I am so sorry but I have a prior engagement for that day." Or you could say, "I am soooo sorry but I dont attend weddings of people who are going to get divorced anyway." lol If you dont want to go, dont go. You dont have to do anything you really dont want to do.

Just say you are unable to attend -- no explanations necessary. If he asks why, just say because and leave it at that.
