1.) Maybe they think they're expected to show up unless they're bedridden, or maybe they don't want to burden others with their work. In any case, express concern for their health and reassure them that the work won't suffer in their absence.

Say "____, why don't you go home? You'll feel better once you've had some rest, & we can handle things here. Besides, the longer you stay, the more likely we'll all get stick --& then who will finish the Moren report?" If they just won't leave, keep your distance, & wash your hands often

2.) It's better not to tell them yourself because some could hold grudges against you & then cronic snifflers won't be your only problem. Send an anonymous letter to your boss & he/she will go to them discreetly & you won't have to be the messenger.

3.) Or put a box of tissues or medicine in their mailbox as a polite offhand way of telling them "Get your sniffles under control". Add a nice note like "Feel better soon :)" or something.

Well the scenario has a lot to do with it. In a meeting or at an event of importance I would slip them a tissue where no one can see so there is no embarrassment to the individual. Give a little grin of understanding. If its allergy season same thing. If I'm at a wild party I would look at them and wonder if maybe they were sniffing more than air and it was caused from drugs. lol

I imagine myself yelling blow the dam nose or banging my head onto the desk. I was only around on chronic sniffer and never got why she did that. She wasn't useing drugs or allergic to any kind of food that I knew of.

I keep asking them if they have a cold or allergy and then repeat it over and over again saying "Oh I see you have another cold" or "allergies again" or "can't you find a pill for the sniffles?", etc. just bring it to their attention EACH and EVERY time. You could even suggest that a good nose blowing would "help with the sniffles." Pretty soon they will be so annoyed with your questions, they will become aware of their sniffles and try to stifle them. Hopefully.
