It depends on where you get them. Most java downlaods are OK, sicne there is a built in VM that stops the programs from doing too much damage. Most open source software is Ok as well. Watch out for games and illegal software ("warez"). before installing such, use some A/V software that has been recently updated to scan the installers and do a system backup or create a Resotr Point before installing the software so you can do a rollback or System Restore if it fouls things up.

If you get them from a reputable site, then yes, they are. Of course the you need to know which ones are good.

You should always have updated virus detection on your system, so if you happen to download a bad one, you can clean things up.
