probably contact dermatitis (allergic reaction to something) that you keep irritating by touching or consuming something that you're having an allergic reaction to.
it could be poison ivy? or could be something more than a rash- fungal maybe? if you've had it for more than a week, you should probably let your doc look at it.
also, if any other symptoms are accompanying this rash, you need to go in to the doc if it isnt going away
if its in the area of your genitalia - its jock itch (a fungus) it'll go away easily with proper otc cream. if its on your toes- its athletes foot. again otc cream will make short work of it.
if its poison ivy or contact dermatitis it could be more stubborn, the doc can give you a shot to get rid of it pretty quickly though.

Your probably not using the correct medication to cure it, you should really see a dermatologist!

quite possibly have a fungus and need antibiotics.
