it depends much on ur motherboard ability to tweak settings ,,, the quality of ur system ram .. and to some degree the individual processor ... its not software really, but bios settings for voltage and timings ...

Overclocking is a process by which you force your CPU to run faster than it was designed - it can give you a boost in performance, but is also very dangerous. It will significantly increase the amount of heat produced by your CPU, and without proper ways of dealing with that, you can destroy the chip and turn your computer into an expensive doorstop.
Overclocking is only for computer experts who know what they are doing. Even so, 10-15% is the most you can safely overclock without changing your hardware (the heat sink/fan system at a minimum)

You might be able to overclock it, but the .4 Ghz you'll gain won't really be noticeable, unless you're doing scientific processing or graphics and your CPU is maxed out at 100% all the time. Even then it's not really a lot of extra horse-power. There's also tons of heating issues with overclocking; it may be fun, but I don't see a real need for it.
You'd probably be better off with buying more RAM, that will usually give you a good increase in speed of a computer.

If you dont have a manufactured computer (dell,hp, sony, etc..) then you can just go into the BIOS (f2 at startup) and increase the clock speed of your processor as well as the FSB speed..
Overclocking is completely fine if you have something that will cool it down, like a good heatsink and fan, and a temp sensor to monitor how hot the chip gets..

If you overclock, you might damage your CPU/motherboard) and spent money
CPU are desiogned to operate at certain speed and at certain temperature, overclocking will caused overheating

Just a simple observation have you tried uploading programs from RAM and possibly buying more RAM? More often than not the limiting factor in computer performance isn't the processor clock speed.
