It is Dutch (Flemish).
Kiba ("Tooth") is the leader of the pack of wolves in this series.
He is a loner who has always lived far from the humans, whom he mistrusts. It is his only wish to find "Rakuen", the lost paradise, and live there in freedom.
He is proud and stubborn, which often gets him into trouble.

It's Flemish, the Belgian variety of Dutch, and it's about the character Kiba ("Fang") in the animation series "Wolf's Rain". I could translate it, but it's not worth the effort; you can find a description of the characters incuding Kiba on http://en.wikipedia.org/wiki/Wolf's_Rain

Looks like Dutch or Afrikaans, or a Scandinavian language. I'd lean more toward Dutch/Afrikaans.
